Jim DeLapp has spent a career transforming teams and delivering projects throughout the United States and around the world. Prior to establishing J.A. DeLapp & Associates, Jim served as Executive Director of Public Works for the City of Mobile, AL; Project Executive at B.L. Harbert International; and twenty-five years as an Engineer Officer in the United States Army. During his time in the Army, Jim served as the 52nd Commander of the U.S. Army Corps of Engineers Mobile District, the 62nd Commander of the Nashville District and Deputy Commander Los Angeles District; as well as Chief of Engineer Plans, United States Central Command; Congressional Fellow to two United States Senators; and Legislative Assistant to the Chief of Staff of the Army. Jim has served in peacekeeping and combat operations in Bosnia, Kosovo, Iraq and Afghanistan. Jim is a graduate of Kansas State University with a Bachelor of Architecture and Texas A&M University with a Master of Science in Construction Management. He also holds a Master of Strategic Studies from the U.S. Army War College. Jim is married to the former Heather Atchison from Chatom, AL, together they have six children.
After graduation from the University of Illinois in 1960, Mike DeLapp worked in the office of several Chicago area architects to broaden his architectural experience. His design involvement has encompassed several building types; including office buildings, manufacturing facilities, regional governmental facilities, multi-family housing and senior citizen facilities. Projects by J. Michael DeLapp & Associates have been completed in over fifteen states and twelve foreign countries. Mr. DeLapp is registered to practice architecture in the States of Missouri and Illinois. His professional affiliations include Corporate Membership in the Society of American Registered Architects, the Association of Licensed Architects, and the Society of American Military Engineers. He has additionally served over 30 years combined active and reserve service in the U.S. Army Corps of Engineers where he retired a Colonel. Mike is married to Renee DeLapp and they have four children and sixteen grandchildren.
Heather DeLapp is a licensed real estate agent based in Fairhope, Alabama proudly serving clients in Alabama and Florida since 2014. Heather began her professional career in broadcast journalism where she was a producer, reporter and anchor for various television stations in Hunstville, Birmingham and Tuscaloosa. She eventually became a restauranteur owning two successful restaurants in Tuscaloosa and Mobile. As a restauranteur, Heather developed strong community ties and an entrepreneurial spirit, and her time as a broadcast journalist provided her with outstanding investigative and communication skills. Heather has worked with countless clients in fulfilling their real estate and development vision, leveraging all of her previous experience. Heather holds a bachelor’s degree in Communication from the University of Alabama. Above all, Heather is a wife and mother and enjoys travel and spending time with her large blended family.
Dr. Betsy Tipton has decades of experience and education in environmental science, technology and education. Betsy brings a strong focus on corporate training and developing training solutions to meet our clients needs. Betsy has worked as an Instructional Designer, educator and consultant at various locations both in the US and abroad. Currently Betsy is an Agriscience Instructor for Baldwin County, AL. Betsy earned her Bachelor in Elementary Education from Birmingham-Southern College, her Master of Arts and Doctorate in Instructional Design and Development from University of South Alabama. Previously Betsy has served as an instructor at Kodolanyi Jano College in Szekesfherevar, Hungary; Computer Instructor at Bayside Academy; Software Support Representative and Trainer with CPSI; Instructor at University of South Alabama; Director of Online Learning with Genesis Career College; Cofounder of Free Spirit Village; Instructional Designer, Colloguy 360 Everspring Inc; Consultant for Sustainable Home and Garden Solutions; Instructional Designer at Wise Wire; and Consultant at YouB Environmental Solutions.
Rob Bollinger is a proven leader with over 30 years experience primarily as a Special Forces Officer leading diverse organizations in some of the most complex and volatile environments. Rob has proven success in operations, project management, logistics, policy development and fiscal consulting. Rob is a graduate of Western Kentucky University with a Bachelor of Science and Master of Arts from the School of Advanced Military Studies with a focus on Design Thinking and Strategic Planning. Rob also holds a Master of Strategic Studies from the U.S. Army War College. Rob has served in a variety of military command and staff roles around the world including: Special Forces Commander in Okinawa, Japan; Commander, Task Force Bushmaster, Afghanistan; Operations Officer 3rd Special Forces Group; Assistant Director of Operations and Executive Officer to the Deputy Commander, US Special Operations Command; Commander Special Troops Battalion; Commander Task Force Valiant, Afghanistan; Director of Operations Combined Joint Task Force – Syria Train & Equip, Qatar; and Accessions Director, US Special Operations Command. He is also Chief Operating Officer, The Institute of Human and Machine Cognition; and President of B3 Consulting.

She has extensive knowledge and expertise in the identification of funding sources, grant application preparation and submission, and the complete management of grants once funded. She has established excellent working relationships with government officials, federal and state funding agency staff, project engineers and environmental consultants and contractors.
